Can't upgrade IP.Tracker 1.3.2 to 2.1.0 beta 3

I am attempting to upgrade IP.Tracker from 1.3.2 to the 2.1.0 beta 3.  As you can see, I have uploaded the files correctly but have no option to upgrade IP.Tracker.  I have already tried recaching system apps and modules, with no effect.

Its no longer an IPS product. So it goes in the other folder, not IPS.

This won't be a problem with 2.1.0 final release.
