Create album permission

Version 4.2.1

There are 2 options:

1. Can create albums?
2. Can create private albums?

If the first one is not checked, then the second does not apply? Is it WAI? It seems to me that these are two different permissions.

1. Can create global albums?
2. Can create private albums?
And thus should not interact with each other.

Talked this over with Matt, option #2 is not supposed to be used anymore actually and only #1 counts. Removed option #2.

We will probably expand this option better in a future version, there's no specific/definite plan right now however.
