Could you try to reproduce this?
In ACP section Article Confuguration in Forum tab I set up when new article will be created, a new topic will be started in Test forum. I created two articles, but no one topic was started in desired forum.
In ACP section Article Confuguration in Forum tab I set up when new article will be created, a new topic will be started in Test forum. I created two articles, but no one topic was started in desired forum.
Now I see that article was send 12:25 AM and new topic was started 8:07 AM. Almost 8 hours later.
Tested again, it seems working now. I posted new article and topic was created. Don't know why it didn't worked. Maybe something with caching?

I am unsure why that would have happened specifically. A topic won't post if the article isn't approved, or is scheduled to publish later, but I don't see any evidence of that here specifically.
