Visit the MCP and create a new announcement. Put in a title / content etc and purposely do not choose any forums for it go to into.
I left the checkbox's as-is so only 'Enable' was checked, for the content I just put in:
When it errored with the note about which forums it should be displayed in, the text had changed:
Although a tiny issue, if you'd written a lot of text it could be a bit annoying to go and manually clean it up. If you do post it like that then it does contain those tags (unparsed)
The "issue" here is upon error they are being inserted in the first place.
