Indicating the templates reverted during the upgrade but seeing odd things until a template is saved. Sounds like the full "skin_ccs" is not recaching behind the scenes during the upgrade.

The skin recaching was happening in certain upgrade steps but not 'globally' when you opt to revert your templates. That would explain how you could choose to revert the templates and the actual templates are updated but the old templates were still being used on the front end (would have only happened in some cases). Fixed that.
