Empty folders dropdown when creating a page

Probably this is WAI but it looks weird (at least to me):

If there are no folders specified that you can use the dropdown should be hidden imo, and of course that requires changing the description accordingly too.

Originally I showed the only/empty option as '/' (and didn't append that to the base URL) but Rikki changed that form up a little a while back for some reason, which resulted in this. Will see what I can do.
