The 'sign in' popup does not work on an upgrade from 323. ( Yes, I did hard refresh the page to be sure
) It does work fine with a fresh install though.
Rebuilding the skin data and a recache fixed though. Only tested with FF9.

Did you get a Javascript error? What browser is this?

I did not think to check for a js error until after I'd fixed it

I have this issue as well. Running Safari. Upgraded my test area the "Sign in" does not produce a pop-up. Can open in a new window and sign in, just no pop-up.
I have not reset anything and can sell reproduce.

Can you check your JS console for errors? Can you do a hard refresh in your browser to remove caches and try again?
Do you have a custom globalTemplate? If so, you'll need to revert it.

In my case it was a fresh 323 install then an upgrade so no modified templates
Will recheck later today, foolishly I did not grab firebug to check for any js issues.
