Hi there,
I switched from vBulletin 3.8 to IPB a few months ago and the reason was because I felt vBulletin was actually holding my community back. I wasn't getting nearly as much traffic as I am getting now. My members weren't as active. Like you, it was hard to keep a pleasing look for the vBulletin and the modding scene (in my opinion) is dying out. I also didn't want to stay on outdate software any longer and wanted something that was still being actively developed that fit my needs (vBulletin 4 didn't) so I made the switch over and never looked back. :-)

The exact duties of admins and moderators vary from forum to forum - super mods are in the position to deal with account issues on my sites, for instance - so I feel there should be some room for customization in this area.

Yes I'm pretty sure this is possible to do using IPB's "if" conditionals but i'm not sure what the actual if statement around the code would need to be.
You'd have to ask a developer for the answer to that question. However, I'm fairly certain it's possible to accomplish what you are asking, with IPB.
