There isn't a test license only a license.With that license you can setup a live forum and a separate test forum.

Take Bfarber's offer: "One option might be to sign up for a hosted account and cancel once your development has been completed."

Whatever you do on that hosted account you can make a backup of it and simply copy it to your new licensed forum.

Unfortunately there isn't a trial version.
I believe with 300,000 users it's worth to spend money on a real version.

Access to private messages should be disabled permanently.
Is the admin itching to read them? There is phpmyadmin for that purpose.
