From a technical standpoint it's effectively a digest and the content isn't pulled from a single database query like the all blogs and local blogs views. FWIW I do agree with you and I'm not a big fan of the current implementation of the "dashboard" either. It's not a change that is suited to a minor release however but it is something I think we'll renew for the next major release.

The "dashboard" section is designed to pull specific featured and recent blogs, it does not list all blogs and therefore pagination is not really appropriate. The "all blogs" view is included for this purpose and is paginated as mentioned and does indeed sort based an latest content so does keep current with the latest blog posts.

Thus if this is a big boo boo, when will the update release be to fix this problem?
A maintenance release for IP.Board that contains numerous editor fixes is currently in beta testing.

Have you run the resynchronise tools?
ACP > Recount & rebuild.
Resynchronise topics then forums in that order.
